Cathedral Thinking refers to the thought process adopted by those who planned, designed, and constructed medieval cathedrals, a process that took a number of generations to complete. The term is used as shorthand for far-sighted vision, long-term commitment, and working collaboratively now for benefit in the future.

Cathedral Risk is a risk-advisory company specialising in advising project stakeholders in the Irish construction industry. It advises on contract forms, contract negotiations, and risk-mitigation strategies. It has particular expertise in disputes-related risk, including in the context of statutory adjudication.

Enda O’Keeffe is the sole director of Cathedral Risk. Enda qualified as a civil and structural engineer in 2000 and worked for a number of years in a regional design office for the (then) National Roads Authority.

Enda was called to the Irish Bar in 2008, and was admitted to the Roll of Solicitors in 2012. He became a litigation partner in the Irish office of a leading offshore law firm in 2015, specialising in construction and professional negligence disputes. He joined a major Irish corporate law firm in 2022, as a partner in their market-leading construction and engineering team. He established Cathedral Risk in 2024.

Enda has advised on the largest construction projects in Ireland. He has worked on disputes relating to semi-conductor fabrication plants, food production facilities, waste-to-energy projects, airports, inter-urban motorways, university developments, residential and commercial-building projects, and public-private-partnership projects. Enda has recently advised, as part of a multi-party team, the contractor constructing a major national healthcare facility.
